Uranium and Plutonium mixed oxide (MOX) pellets used as fast reactor fuels have been produced from several raw materials by mechanical blending method through processes of ball milling, additive blending, granulation, pressing, sintering and so on. It is essential to control the pellet density which is one of the important fuel specifications, but it is difficult to understand relationships among many parameters in the production. Database for MOX production was prepared from production results in Japan, and input data of eighteen types were chosen from production process and made a data set. Machine learning model to predict sintered density of MOX pellet was derived by gradient boosting regressor, and represented the measured sintered density with coefficient of determination of R$$^{2}$$=0.996

The document for back-end policy opened to the public in 2018 by Japan Atomic Energy Agency (hereafter, JAEA) states the decommissioning of facilities of Nuclear Fuel Cycle Engineering Laboratories and JAEA have started gathering up nuclear fuel material of the facilities into Plutonium Fuel Production Facilities (hereafter, PFPF) in order to put it long-term, stable and safe storage. Because we planned to manufacture scrap assemblies almost same with Monju fuel assembly using unsealed plutonium-uranium mixed-oxide (hereafter, MOX) powder held in PFPF and transfer them to storage facilities as part of this "concentration" task of nuclear fuel material, we obtained permission to change the use of nuclear fuel material in response to the new regulatory Requirements in Japan for that. The amount of plutonium (which is neither sintered pellets nor in a lidded powder-transport container) that could be handled in the pellet-manufacturing process was limited to 50 kg Pu or less in order to decrease the facility risk in this manufacture. Therefore, we developed and installed the "MOX weighing and blending equipment" corresponding with small batch sizes that functioned in a starting process and the equipment would decrease handling amounts of plutonium on its downstream processes. The failure data based on our operation and maintenance experiences of MOX fuel production facilities was reflected in the design of the equipment to further improve reliability and maintainability in this development. The completed equipment started its operation using MOX powder in February 2022 and the design has been validated through this half-a-year operation. This report organizes the knowledge obtained through the development of the equipment, the evaluation of the design based on the half-a-year operation results and the issues in future equipment development.

Production of $$^{225}$$Ac for Targeted Alpha Therapy (TAT) using the experimental fast reactor Joyo

Ac-225 is attracting attention as an alpha-emitting medical radioisotope. Since its demand is expected to increase, domestic production of Ac-225 is required from the viewpoint of Japan's medical research and economic security. To establish the technical bases for the Ac-225 production, JAEA has evaluated the radioactivity that can be produced in the experimental fast reactor Joyo and designed the concept that upgrades the existing facilities for transporting the irradiated target from Joyo to a neighboring PIE facility rapidly. Efficient Actinium-225 Separation from Ra-226 irradiated in a fast reactor was studied. Ba and La were used as alternatives to Ra and Ac, respectively. By using DGA resin as an adsorbent, it can be expected that Ra and impurities generated by irradiation will be removed and Ac will be isolated. This study has revealed that Joyo can sufficiently produce Ac-225 as a raw material for pharmaceuticals.

Aiming to realize a massive, cost-effective and carbon-free hydrogen production technology utilizing a high temperature gas cooled reactor (HTGR), Japan Atomic Energy Agency (JAEA) is planning a HTTR heat application test producing hydrogen with High Temperature Engineering Test Reactor (HTTR) achieved 950$$^{circ}$$C of the highest reactor outlet coolant temperature in the world. In the HTTR heat application test, it is required to establish its safety design realizing highly safe connection of a HTGR and a hydrogen production plant by the Nuclear Regulation Authority to obtain the permission of changes to reactor installation. However, installation of a system connecting the hydrogen production plant and a nuclear reactor, and its safety design has not been conducted so far in conventional nuclear power plant including HTTR in the world. A special committee on the HTTR heat application test, established under the HTGR Research and Development Center, considered a safety design philosophy for the HTTR heat application test based on an authorized safety design of HTTR in terms of conformity to the New Regulatory Requirements taking into account new considerable events as a result of the plant modification and connection of the hydrogen production plant. This report provides materials of the special committee such as technical reports, comments provided from committee members, response from JAEA for the comments and minutes of the committee.

Japan Atomic Energy Agency is planning a High Temperature Engineering Test Reactor (HTTR) heat application test producing hydrogen with the HTTR which achieved the highest reactor outlet coolant temperature of 950$$^{circ}$$C in the world to realize a massive, cost-effective and carbon-free hydrogen production technology utilizing a high temperature gas cooled reactor (HTGR). In the HTTR heat application test, it is required to establish its safety design for coupling a hydrogen production plant to HTGR through the licensing by the Nuclear Regulation Authority (NRA). A draft of a safety design philosophy for the HTTR heat application test facility was considered taking into account postulated events due to the plant modification and coupling of the hydrogen production plant based on the HTTR safety design which was authorized through the safety review of the NRA against New Regulatory Requirements. The safety design philosophy was examined to apply proven conventional chemical plant standards to the hydrogen production plant for ensuring public safety against disasters caused by high pressure gases. This report presents a result of a consideration on safety design philosophies regarding the reasonability and condition to apply the High Pressure Gas Safety Act for the hydrogen production plant, safety classifications, seismic design classification, identification of important safety system.

Reduction of the source term of an assumed criticality accident in a fuel fabrication facility with solution system

A reasonable source term of a hypothetical criticality accident for fuel fabrication facility with solution system has been proposed. The public exposure must not exceed the limitation of 5 mSv during an accident. Then, we proposed the reasonable source term of the first burst peak due to the hydrogen gas generation by radiation decomposition of water. With the criticality control system composed of the Criticality Accident Alarm System (CAAS) and soluble neutron absorber, safety is ensured by the reduced fission number. We confirmed the effect by environmental impact assessment during a criticality accident by using site condition of a fuel fabrication facility in Tokai-mura, Japan. As a result, the public exposure is reduced at a site boundary from 68 mSv to 0.6 mSv under the current regulatory guideline.

Contribution to carbon neutral by HTGR

JAEA is conducting the research and development on HTGR and hydrogen production using it. We are aiming to realize a system that uses HTGR as a heat source and produces a large amount of hydrogen, which is a clean energy in the future, at low cost without carbon dioxide emission. This system can greatly contribute to the realization of carbon neutral stated by Japanese Government. This report describes the current status of research and development of HTGR including the position of HTGR in the national policy and the current status in the overseas.

High-Temperature Gas-cooled Reactor (HTGR) is one of thermal neutron reactor-type that employs helium gas coolant and graphite moderator. It has excellent inherent safety and can supply high-temperature heat which can be used not only for electric power generation but also for a wide range of application such as hydrogen production. Therefore, HTGR is expected to be an effective technology for reducing greenhouse gases in Japan as well as overseas. In this paper, we will introduce the forefront of technological development that JAEA is working toward the realization of an HTGR system consisting of a high temperature gas reactor and heat utilization facilities such as gas-turbine power generation and hydrogen production.

Uncertainty analysis of toxic gas leakage accident in cogeneration high temperature gas-cooled reactor

An uncertainty analysis method for control room habitability under toxic gas leakage accidents in cogeneration HTGR is proposed to support risk-informed design of the plant. The method is applied to representative toxic gas leakage accidents in a IS process hydrogen production plant coupled to the HTTR gas turbine test plant. Epistemic and aleatory uncertainties for each variable parameter are identified and are propagated using Latin hypercube sampling. The analyses show that the suggested method can successfully characterize and quantify uncertainties in the toxic gas concentration in control room. The results lead us to the conclusion that toxic gas dispersion behavior analysis should combine two evaluation methods: dense gas dispersion model and computational fluid dynamics simulation.

Contribution of membrane technology to hydrogen society; Development of membrane IS process

The thermochemical IS process is a promising hydrogen production method which can produce hydrogen in a large amount and stably with high efficiency by thermal splitting of water. Research and development on chemical reaction technology with membranes was conducted for the purpose of improving the efficiency of IS process and application of solar heat. The basic technology of ceramic membranes applied to decomposition reactions of hydrogen iodine and sulfuric acid was developed, and it is expected that the conversion rate on decomposition in each reaction can be remarkably improved. The basic technology of a cation exchange membrane applied to Bunsen reaction was developed with radiation-induced grafting technique, it is expected that the amount of iodine can be reduced to about one-fifth compared to the conventional method. These achievements are important technologies for practical use of the IS process.

Uncertainty analysis of toxic gas leakage accident in cogeneration high temperature gas-cooled reactor

To establish a probabilistic approach for assessment of toxic gas leakage accidents in a H$$_{2}$$ plant, the present study focusses on development of an uncertainty analysis method for toxic gas concentration in a control room. The method consists of 6 steps; (1) Identification of uncertainty factors, (2) derivation of variable parameters, (3) identification of uncertainties in variable parameters, (4) identification of important factors considering the sensitivity analysis results and expert opinions, (5) uncertainty propagation analysis, (6) assessment of uncertainty analysis results. The method is then applied to representative toxic gas leakage accidents in a H$$_{2}$$ plant by IS process coupled to the HTTR. The results obtained in the study leads us to the conclusion that the suggested method can successfully characterize and quantify uncertainties in the toxic gas concentration in control room.

Development of hydrogen production technology by thermal water splitting with solar heat

The outline of the membrane IS process to produce hydrogen by thermochemical water splitting using solar heat at around 650$$^{circ}$$C is described. The membrane technology has been applied to the three main reaction of the IS process to lower the reaction temperature and reduce the amount of circulation materials in the process. The key component technologies such as catalysts, membranes and corrosion resistant materials have been developed. This paper provides an update on the international effort in the development of the VHTR system pursued through international collaboration between 8 countries in the GIF and an outlook on future R&D. The versatility of the VHTR enables it to be designed with inherent safety characteristics and optimized for both electric and non-electric applications, in particular for cogeneration of heat and power. Recent highlights from the four currently active GIF VHTR R&D projects are provided and placed into the context of the related national programs. Based on VHTR's relatively high technology readiness level, orientations for future R&D are outlined and will contribute to further enhancing the system's market readiness level.

This paper presents the system performance evaluation for HTTR gas turbine cogeneration test plant (HTTR-GT/H$$_{2}$$ plant) so as to confirm that the design meets the requirements with respect to the demonstration test objective. Start-up and shut down operation sequences as well as operability of load following operation were investigated. In addition, system dynamic and control analyses for the test plant in the events of loss of generator load and upset of H$$_{2}$$ plant were performed. The simulation results presented in the paper show that the test plant is suitable for the test bed to validate control schemes against postulated transients in the GTHTR300C. The results also lead us to the conclusion that HTTR-GT/H$$_{2}$$ plant can be used to test operational procedures unique to HTGR direct-cycle gas turbine cogeneration.

The pre-licensing design of an HTGR cogeneration test plant to be coupled to JAEA's existing test reactor HTTR is presented. The plant is designed to demonstrate the system of JAEA commercial plant design GTHTR300C. With construction planned to be completed around 2025, the test plant is expected to be the first-of-a-kind nuclear system operating on two of the advanced energy conversion systems attractive for the HTGR closed cycle helium gas turbine for power generation and thermochemical iodine-sulfur water-splitting process for hydrogen production.
